چکیده

This paper introduces the Digital Typhoon project, whose goal is to establish the study of meteoinformatics and to develop emergency information systems in the domain of typhoon-related information. We first propose the models of emergency information systems and uses “flat-source model” as the model of emergency information systems, and explain the concepts of information aggregation, recombination, and delivery, and describe how we used these concepts in the implementation of our web site named Digital Typhoon [1]. The basic principle of information recombination is the relationship that data plus context equals information, and we introduce the notion of context generation with real examples. Next information aggregation deals with content management systems for aggregating information comparing Weblog and Wiki, and we hypothesize that the effective emergency information aggregation systems need to have the hub of information, following the proposal of our information aggregation system using weblog trackbacks. Finally information delivery describes information needs and delivery tools for Digital Typhoon, which received more than 13 million page views since July 2003.

Digital Typhoon: A Data-Centric Approach to Events on the Earth

Typhoons are one of the most significant atmospheric events on the earth. They give large impacts to human society, hence early warning, accurate forecast, and the sharing of information, among others, is regarded as important research challenges for mitigating typhoon impacts. Although these challenges have been tackled by many researchers, our aim is to give a new perspective on these issues ...

Seismic Remote Sensing of Super Typhoon Lupit (2009) with Seismological Array Observation in NE China

The p-wave double-frequency (DF) microseisms generated by super typhoon Lupit (14–26 October 2009) over the western Pacific Ocean were detected by an on-land seismological array deployed in Northeastern China. We applied a frequency-domain beamforming method to investigate their source regions. Comparing with the best-track data and satellite observations, the located source regions of the p-wa...

Typhoon Analysis based on Artificial Intelligence Approach

Typhoon is a severe meteorological phenomenon that heavily affects many regions in Japan. Hence the accurate analysis and prompt prediction of typhoon is an important problem to solve. However, the analysis of typhoon involves the problem of time-series analysis of typhoon cloud patterns, which challenge, the author conjectures, cannot be solved solely using tools developed in the meteorology c...

Warning in Taiwan

Due to the particular geographical location and geological condition, Taiwan is constantly attacked by typhoons, flood, landslides, debris flows, and earthquakes. Those natural hazards had caused huge loss of lives and properties. To reduce the damages and losses caused by the natural hazards, an integrated and complete decision support system for decision makers is necessary. In this study, Sa...

LITMUS: Landslide detection by integrating multiple sources

Disasters often lead to other kinds of disasters, forming multi-hazards such as landslides, which may be caused by earthquakes, rainfalls, water erosion, among other reasons. Effective detection and management of multihazards cannot rely only on one information source. In this paper, we evaluate a landslide detection system LITMUS, which combines multiple physical sensors and social media to ha...
